random intellect every day

one of the stormlight arvhive books has a story about a king who asked a magical creature for one brilliant day.

with this request, he also was given a curse. every day he would wake with random intelligence.

his advisors would give him an iq test every morning, and decide whether he was able to rule or not that day.

on days when he scores low, he would not be able to rule because he could barely communicate. on days when he scores high, he would not be able to rule because he made decisions based on logic alone. for example he tried to pass a law that would have all people with a low iq commit suicide.
